Over 5.63 lakh of 5.87 lakh villages have been covered with liquid waste management arrangements under Swachh Bharat Mission (Grameen) Phase II, the government said.

Liquid waste management arrangements have covered over 5.63 lakh villages under the the Swachh Bharat Mission (Grameen) Phase II, the government informed Lok Sabha on Thursday.

In a written reply, Minister of State for Jal Shakti V Somanna said that as per the information reported by states and Union territories on the Swachh Bharat Mission (Grameen) [SBM(G)] Integrated Management Information System (IMIS), over 5.63 lakh of the 5.87 lakh villages are reported to have been covered with liquid waste management arrangements as on August 7.

The Swachh Bharat Mission (Grameen) Phase II, launched with effect from April 1, 2020, focuses on Open Defecation Free (ODF) sustainability with solid and liquid waste management and visual cleanliness in villages, with the objective of converting villages from ODF to ODF Plus model.

Grey water management measures under SBM(G)

The Department of Drinking Water and Sanitation (DDWS) monitors the status of grey water management under SBM(G) Phase II, as reported by states and UTs on the SBM(G) IMIS.

As per the phase II guidelines, various interventions can be undertaken for grey water management. These include construction of soak-pit, leach-pit, magic-pit or kitchen garden at the household level, as well as waste stabilisation ponds, constructed wetland, decentralised wastewater treatment system (DEWATS) and phytorid technology at the community or village level.

The government said the SBM(G) IMIS does not capture details of category-wise rural drains, such as open, closed, kutcha or pucca drains, or unconnected or inadequate open drains.

As per data reported by states and UTs on the SBM(G) IMIS, over 42.98 lakh community grey water management assets have been reported as on August 7.

These include community soak pits, drainage facilities and community treatment systems.

Centre provides financial and technical support

The DDWS provides financial and technical support to states and UTs for implementation of SBM(G) Phase II.

Funds are allocated to states and UTs every financial year based on their approved Annual Implementation Plan, past performance and budget availability.

States and UTs can plan for providing sanitation and solid and liquid waste management facilities under the programme as per demand and local preferences, in accordance with their Annual Implementation Plan.

Apart from budgetary support from DDWS and the corresponding state share, the remaining funds are to be dovetailed from Finance Commission grants to rural local bodies and MGNREGS or VB-G RAM G.

States and UTs can also converge funds from other Central and state schemes, CSR funds, MPLADS/MLALADS and revenue-generation business models, among others.

Financial assistance based on village population

Under SBM(G) Phase II, financial support of up to Rs 280 per capita is provided for grey water management in villages with a population of up to 5,000 and up to Rs 660 per capita for villages with a population above 5,000.

The government said awareness generation and capacity-building interventions are also conducted by states and UTs at various levels to promote community participation, behavioural change and capacity building regarding grey water management, including preventing stagnation of wastewater in rural areas.
